SUBJ: 2011 COAST GUARD FOUNDATION SCHOLARSHIP OPEN SEASON
1. THE COAST GUARD FOUNDATION SCHOLARSHIP PROGRAM IS SOLICITING
APPLICATIONS FOR THE 2011-2012 ACADEMIC SCHOOL YEAR. THESE FOUNDATION
SCHOLARSHIPS ARE MADE POSSIBLE BY MAJOR BENEFACTOR ORGANIZATIONS
WHICH ARE: THE ARNOLD SOBEL ENDOWMENT FUND (SOBEL), THE COAST GUARD
FOUNDATION SCHOLARSHIP FUND (FOUNDATION), THE COMMANDER RONALD J.
CANTIN SCHOLARSHIP FUND (CANTIN), THE DANIEL J. CHRISTOVICH
SCHOLARSHIP FUND (CHRISTOVICH), THE WESTBROOK SCHOLARSHIP FUND
(WESTBROOK), AND THE CLAY MAITLAND COAST GUARD FOUNDATION SCHOLARSHIP
(MAITLAND). MAJOR CONSIDERATIONS FOR THE SELECTION OF AWARDEES
INCLUDE SCHOLASTIC PROMISE, MOTIVATION, MORAL CHARACTER, LEADERSHIP
QUALITIES, AND GOOD CITIZENSHIP FOR ALL FOUNDATION SCHOLARSHIPS.
2. THE SOBEL ENDOWMENT FUND HONORS RADM ARNOLD SOBEL, WHOSE
AFFILIATION WITH THE COAST GUARD BEGAN DURING WORLD WAR II WHEN HE
COMMANDED A TANK LANDING SHIP IN THE SOUTH PACIFIC. HE IS KNOWN FOR
HIS CONTRIBUTIONS TO THE MARITIME COMMUNITY, IMPACT ON THE "ONE COAST
GUARD" CONCEPT THROUGH HIS RESERVE SERVICE, AND HIS PHILANTHROPIC
EFFORTS WITH THE COAST GUARD FOUNDATION. THIS FUND WILL PROVIDE TWO
OR MORE SCHOLARSHIPS FOR THE 2011-2012 SCHOOL YEAR. THE SOBEL
SCHOLARSHIP PROVIDES UP TO 5,000 DOLLARS PER YEAR AND IS RENEWABLE
FOR FOUR CONSECUTIVE YEARS, AS LONG AS THE STUDENT, IN THE OPINION OF
THE SCHOLARSHIP COMMITTEE, CONTINUES TO QUALIFY.
3. THE FOUNDATION SCHOLARSHIP FUND IS MADE POSSIBLE THROUGH PROCEEDS
FROM ITS GOLF TOURNAMENTS. TOURNAMENTS ARE HELD IN WASHINGTON DC,
LONG BEACH, CA, MONMOUTH, NJ, AND STONINGTON, CT. THIS FUND WILL
PROVIDE TWO OR MORE SCHOLARSHIPS FOR THE 2011-2012 ACADEMIC SCHOOL
YEAR. THESE SCHOLARSHIPS RANGE FROM 2,500 TO 5,000 DOLLARS PER YEAR
AND MAY BE AWARDED ONE YEAR OR UP TO FOUR YEARS.
4. THE CANTIN SCHOLARSHIP FUND HONORS COMMANDER RONALD J. CANTIN WHO
RETIRED IN 2007 AFTER A DISTINGUISHED CAREER IN THE COAST GUARD
WHERE HE SERVED IN NEARLY EVERY ASPECT OF THE MARINE SAFETY PROGRAM
AND EARNED NUMEROUS NATIONAL LEVEL CREDENTIALS BOTH AS A RESPONDER
AND INSTRUCTOR OF MARINE SAFETY. THE CANTIN SCHOLARSHIP FUND WILL
PROVIDE ONE, NON-RENEWABLE, 2,500 DOLLAR SCHOLARSHIP FOR THE
2011-2012 SCHOOL YEAR.
5. THE CHRISTOVICH SCHOLARSHIP FUND HONORS THE CAREER OF COMMANDER
DANIEL J. CHRISTOVICH. HIS CAREER ASSIGNMENTS INCLUDE DECK WATCH
OFFICER ABOARD CGC JARVIS, COMMANDING OFFICER OF CGC CAPE GEORGE,
OFFICER-IN-CHARGE OF LAW ENFORCEMENT DETACHMENT 7TH DISTRICT, AND
SEVERAL KEY STAFF OFFICER POSITIONS THOUGHOUT COAST GUARD
HEADQUARTERS. LATER, CDR CHRISTOVICH WORKED IN THE FINANCIAL
MANAGEMENT ARENA FOR THE COAST GUARD CHIEF FINANCIAL OFFICER IN THE
OFFICE OF POLICY AND IN THE OFFICE OF FINANCIAL SYSTEMS. UPON
RETIREMENT, HE WAS THE CHIEF OF PROGRAM, BUDGET AND EXECUTION
DIVISION FOR THE OFFICE OF COMMAND, CONTROL, COMMUNICATION, COMPUTERS
AND INFORMATION TECHNOLOGY. THIS FUND WILL PROVIDE ONE 2,500 DOLLAR
NON-RENEWABLE SCHOLARSHIP FOR THE SCHOOL YEAR.
6. THE WESTBROOK SCHOLARSHIP FUND (WESTBROOK) HONORS THE WORK OF HUGH
WESTBROOK, AND HIS WIFE, CAROLE SHIELDS. MR. WESTBROOK IS A METHODIST
MINISTER WHO IN 1976 CO-FOUNDED A LOCAL MIAMI HOSPICE ORGANIZATION
THAT GREW TO BECOME VITAS HEALTHCARE CORPORATION. HIS LEADERSHIP IN
AMERICAN HOSPICE CARE AND HIS WORK WITH CONGRESS HELPED TO DEVELOP
LANDMARK HOSPICE LEGISLATION, AND CONSEQUENTLY, FOUNDED THE HOSPICE
FOUNDATION OF AMERICA IN 1980. THE WESTBROOKS CONTINUE THEIR
COMMITMENT TO PHILANTHROPY IN SUPPORT OF MANY FOUNDATIONS,
EDUCATIONAL INSTITUTIONS AND THE COAST GUARD FOUNDATION. THE
WESTBROOK SCHOLARSHIP WILL PROVIDE ONE, NON-RENEWABLE, 2,500 DOLLAR
SCHOLARSHIP FOR THIS SCHOOL YEAR.
7. THE CLAY MAITLAND COAST GUARD FOUNDATION SCHOLARSHIP (MAITLAND)
HONORS THE WORK OF CLAY MAITLAND WHO EXCEEDED ONE MILLION DOLLARS IN
GIVING TO THE COAST GUARD FOUNDATION. THE MAITLAND SCHOLARSHIP WILL
PROVIDE A ONE, NON-RENEWABLE 5,000 DOLLAR SCHOLARSHIP FOR THIS SCHOOL
YEAR TO A STUDENT PURSUING A DEGREE RELATED TO MARINE SCIENCE.
8. ELIGIBILITY FOR THE SOBEL, FOUNDATION, CANTIN, CHRISTOVICH,
WESTBROOK AND MAITLAND SCHOLARSHIPS ARE THE SAME. DEPENDENT CHILDREN
OF ACTIVE DUTY, RETIRED, OR DECEASED COAST GUARD ENLISTED PERSONNEL,
AND DEPENDENT CHILDREN OF ENLISTED PERSONNEL IN THE COAST GUARD
RESERVE CURRENTLY ON ACTIVE DUTY ARE ELIGIBLE AND ENCOURAGED TO APPLY
FOR THESE SCHOLARSHIPS SUPPORTING UNDERGRADUATE DEGREE PROGRAMS.
STUDENTS CURRENTLY ATTENDING COLLEGE ARE ELIGIBLE TO APPLY, AS LONG
AS THEY HAVE DEPENDENT STATUS WITH THEIR SPONSOR.
9. APPLICATION MATERIALS AND PROCEDURES FOR THE SOBEL, FOUNDATION,
CANTIN, CHRISTOVICH, WESTBROOK AND MAITLAND SCHOLARSHIPS ARE THE
SAME. APPLICANTS WILL COMPETE FOR ALL OF THESE SCHOLARSHIPS VIA ONE

C. A LETTER OF RECOMMENDATION FROM A SCHOOL OFFICIAL WHERE THE
STUDENT IS CURRENTLY ENROLLED,
D. OFFICIAL HIGH SCHOOL/COLLEGE TRANSCRIPTS (IF THE STUDENT IS
CURRENTLY ATTENDING COLLEGE, THEN HIGH SCHOOL AND COLLEGE TRANSCRIPTS
SHOULD BE SUBMITTED),
E. AN ESSAY EXPLAINING HOW THE SCHOLARSHIP WILL SUPPORT THE
STUDENTS EDUCATIONAL ENDEAVORS AS WELL AS THE STUDENTS MOTIVATION,
MORAL CHARACTER, LEADERSHIP, CITIZENSHIP, AND SCHOLASTIC PROMISE.
THE ESSAY SHOULD BE ADDRESSED TO THE SCHOLARSHIP SELECTION COMMITTEE
AND BE 500 WORDS OR LESS,
F. A LETTER OF ACCEPTANCE FROM THE COLLEGE/VOCATIONAL SCHOOL THE
STUDENT PLANS TO ATTEND, (STUDENTS AWAITING NOTIFICATION OF ADMISSION
TO THEIR CHOSEN INSTITUTION MAY SUBMIT A PHOTOCOPY OF THEIR ADMISSION
APPLICATION IN LIEU OF AN ACCEPTANCE LETTER), AND,
G. THE STUDENTS COLLEGE ENTRANCE SCORES (SAT, ACT, OR MAT, UNLESS
NOT REQUIRED FOR ADMISSION).
10. COMPLETED APPLICATION PACKETS FOR FOUNDATION SCHOLARSHIPS SHOULD

2100 2ND STREET, SW, STOP 7902, WASHINGTON, DC 20593-7902. DHL,
FEDEX, OR OTHER EXPRESS MAIL METHODS ARE PREFERRED. PLEASE ALLOW FOUR
WEEKS IF USING U.S. POSTAL MAIL AND TWO WEEKS FOR OVERNIGHT EXPRESS
MAIL AS STRICT SECURITY PROCEDURES HAVE BEEN PLACED ON EXPRESS MAIL
ENTERING COAST GUARD HEADQUARTERS. APPLICATIONS AND ALL REQUIRED

11.ADDITIONAL SCHOLARSHIPS HAVE MORE SPECIFIC ELIGIBILITY
REQUIREMENTS:
A. THE CAPTAIN ERNEST W. FOX PERPETUAL SCHOLARSHIP PROGRAM (FOX)
IS SPONSORED BY ELIZABETH, CLAY AND DEAN FOX TO HONOR THE MEMORY OF
THEIR LATE SON AND BROTHER, RESPECTIVELY, WHO SERVED 23 YEARS IN THE
COAST GUARD (1977-2000). THIS PROGRAM ESTABLISHED A PERPETUAL
SCHOLARSHIP AT THE AIRCRAFT REPAIR AND SUPPLY CENTER (NOW THE
AVIATION LOGISTICS CENTER (ALC)), ELIZABETH CITY, NORTH CAROLINA TO
ASSIST THE EDUCATION AND TRAINING ENDEAVORS OF ALC PERSONNEL ONLY.
CAPTAIN FOX SERVED AS THE ASSISTANT CHIEF AND CHIEF OF THE REPAIR
DIVISION AT THE ALC FROM 1992 UNTIL 1996. EMPLOYEES OF ALC, ACTIVE
DUTY OFFICERS AND ENLISTED PERSONNEL, FEDERAL CIVIL SERVICE
EMPLOYEES, AND THEIR DEPENDENTS, ARE ELIGIBLE TO APPLY. THE FOX
SCHOLARSHIP PROGRAM WILL PROVIDE ONE, NON-RENEWABLE, 1,000 DOLLAR
SCHOLARSHIP FOR THE 2011-2012 SCHOOL YEAR. CONTACT THE ALC TRAINING

INFORMATION ON ELIGIBILITY AND APPLICATION PROCEDURES. APPLICATIONS

B. THE FALLEN HEROES SCHOLARSHIP FUND SOLICITS APPLICATIONS ON A
CONTINUOUS BASIS YEAR ROUND. DEPENDENT COAST GUARD CHILDREN WHO LOSE
A PARENT IN COAST GUARD OPERATIONS ARE ELIGIBLE AND ENCOURAGED TO
APPLY FOR THESE SCHOLARSHIPS. THE FALLEN HEROES FUND WAS ESTABLISHED
BY JOHN AND DELINDA STATTS TO HONOR THE MEMORY OF THE PARENTS OF MR.
STATTS, CAPTAIN FREDERICK STATTS AND MRS. SARA STATTS. CAPTAIN STATTS
GRADUATED FROM THE COAST GUARD ACADEMY IN 1936 AND SERVED WITH
DISTINCTION FOR 30 YEARS. HE RETIRED AS THE COMMANDING OFFICER OF
THE TRAINING CENTER IN CAPE MAY, NEW JERSEY. MRS SARA STATTS WAS
ACTIVE IN A NUMBER OF EDUCATION ORGANIZATIONS, AND WAS RECOGNIZED IN
PRESIDENT GEORGE H. BUSHS "THOUSAND POINTS OF LIGHT" STATE OF THE
UNION ADDRESS. SCHOLARSHIPS ARE AWARDED BASED ON AVAILABLE FUNDING
BUT EVERY EFFORT WILL BE MADE TO AWARD SCHOLARSHIPS TO ALL APPLICANTS
WHO ARE ACADEMICALLY ELIGIBLE. AWARDS ARE RENEWABLE FOR FOUR
CONSECUTIVE YEARS, AS LONG AS THE STUDENT, IN THE OPINION OF THE
SCHOLARSHIP COMMITTEE, CONTINUES TO QUALIFY. THE OFFICE OF WORK- LIFE
ENCOURAGES THOSE WHO KNOW OF THE LOSS OF A COAST GUARD SPONSOR WHILE
PERFORMING COAST GUARD OPERATIONS TO CONTACT THE SCHOLARSHIP PROGRAM
